Job Description

The Program Design Analyst is a detail-oriented technical analyst position that reports to the Operations Manager. The Design Analyst will be a team-player, responsible for compiling, analyzing, tracking program data, and reporting program information for all Programs.  Other responsibilities will include developing and analyzing reports for energy efficiency measures and program performance, leading development and review of program documents and tools, tracking and analyzing key performance indicators (KPIs), supporting program evaluation, update of program planning tools and developing forecast and projection reports for the client.

Job Responsibilities

Perform policy research on energy efficiency codes and standards at the state and federal levels for both current and future codes

Perform wide range of analyses, including analysis of program and portfolio performance, measure-level performance, project-level performance, and program-level impacts

Perform benefit-cost analysis on prospective energy efficiency measures and programs in accordance with the New Jersey State Protocols, the New Jersey Coordinated Measure list and other appropriate standards and guidelines

Justify and document technical decisions related to research planning and data analysis

Report and present findings, as well as actionable recommendations, to internal technical services team and potentially the utility client

Collaborate with program management staff and clients to meet program information and reporting needs

Lead the development of program documents, including applications and energy savings models and all other documents required for participants to engage energy efficiency programs; Perform document reviews

Track and analyze internal key performance indicators (KPIs) and prepare back up documents for the monthly invoices for the client; KPIs will include, but are not limited to, the following: completed projects or rebate applications, enrollments, committed funding, spent funding, estimated savings, number of participating trade allies, QC inspections/results (pass or fail), reporting accruals, explaining variances, etc.

Develop and document data collection and tracking procedures as changes are made

Supporting program evaluation procedures

Develop energy based assumptions using regression or other data mining and modeling techniques

Perform other duties as required

Qualifications

Minimum 2 years of experience working in program design and/or implementation for utility or state funded efficiency/renewable energy programs

Bachelor’s Degree in technical discipline, like Engineering, Data Analytics, Physics, Mathematics, etc

Advanced proficiency with Microsoft Office Suite; expert with MS Excel

Experience coding with Microsoft Visual Basic or similar programming languages

Experience with relational database systems preferred

Experience working with state and federal energy codes and regulations

Experience with program evaluation processes and procedures

Excellent research skills

Demonstrated strong written and verbal communication and interpersonal skills

Demonstrated strategic thinking skills

Experience working with and analyzing large datasets

Ability to multitask, submit deliverables in a timely manner, and be proactive

Ability to manage multiple tasks and work closely with other project team members

Desire to develop existing and new skill sets in collaborative, fast-paced environment

Ability to write procedures and develop corresponding flow charts. Experience in Visio is a plus

Work Environment

TRC will provide the required computer equipment to perform their work. TRC will not provide printers. Equipment supplied by TRC is to be used for business purposes and will be maintained by TRC. An inventory of all TRC IT equipment received by each candidate will be provided and candidates receiving IT equipment agree to take appropriate action to protect the items from damage or theft. Upon termination of assignment, all Company IT equipment will be returned to the TRC.

Consistent with TRC’s expectations on information security, candidates must adhere to all Company policies for acceptable use and protection of Company equipment, systems, networks, and information. Candidates are responsible for securing computing equipment, protecting logged-in computers from accidental or intentional misuse, and using extra care when handling Company and customer proprietary and confidential information, in both digital and paper forms. All measures should be taken to ensure that the Company is not unreasonably exposed to cybersecurity threats or loss of information. Candidates are prohibited from using publicly accessible wi-fi when working on TRC computer equipment. USB devices will be blocked on all TRC computer equipment.

Candidate will be responsible for securing an adequate internet connection (speed, security, and bandwidth) and phone service to effectively perform the essential duties of the job. Phone service can be cell service. Internet and phone service are at the candidate’s expense.

Candidates will be responsible for maintaining their home offices so that they can accomplish their work in an efficient, safe, and expeditious manner. TRC will not be responsible for costs associated with the setup of the candidate's home office to include remodeling, furniture such as desks, chairs or file cabinets, and lighting or repairs or modifications to the home office space. TRC accepts no responsibility for damage or repairs to candidate-owned equipment.
