We’re hiring a Housing Choice Voucher Program Manager to oversee Section 8 operations, compliance, and housing authority relationships across a growing residential portfolio.

This is a highly operational role focused on ensuring timely subsidy collections, strong housing authority partnerships, compliance execution, and delinquency reduction across multiple markets. The ideal candidate understands the urgency and complexity of Section 8 operations and knows how to proactively manage issues before they impact occupancy, collections, or resident experience.

We’re looking for someone who is detail-oriented, organized, and confident navigating housing authority processes in a fast-moving environment.

What You’ll Own

Section 8 Operations & Compliance

Manage and oversee all Section 8 accounts and housing authority activity across the portfolio

Ensure timely completion of recertifications, renewals, inspections, and compliance requirements

Monitor subsidy payment activity and proactively resolve issues impacting funding timelines

Ensure timely submission of required documentation and management updates to housing authorities

Collections & Delinquency Management

Drive reduction of 0–30 and 31+ day delinquency balances

Lead daily collections tracking, reporting, and follow-up efforts

Identify payment delays, process gaps, or operational breakdowns impacting collections

Partner cross-functionally to improve subsidy payment timing and resident account performance

Housing Authority & Resident Relationship Management

Serve as a primary point of contact for housing authorities across multiple markets

Build and maintain strong working relationships with housing authority representatives

Communicate proactively with residents regarding program expectations, documentation, and payment responsibilities

Manage and resolve abatements, including identifying root causes and driving corrective action

Cross-Functional Coordination

Partner closely with Property Operations, Leasing, and Accounting teams to ensure alignment across occupancy, compliance, and collections

Escalate operational risks or compliance concerns quickly and proactively

Help improve processes and workflows to support scalability and consistency across the portfolio

Qualifications

3–5+ years of direct experience with Section 8 / Housing Choice Voucher operations

Strong understanding of housing authority processes, timelines, and compliance requirements

Experience managing recertifications, inspections, abatements, and subsidy collections

Proven ability to reduce delinquency and resolve payment-related issues

Strong communication and relationship management skills

High attention to detail and ability to manage competing priorities
