HR & People Operations Manager 

Bilingual (English / Spanish)  •  Remote – LATAM  •  Independent Contractor 

Reports To: Business & Admin Director 

Classification: Independent Contractor (1099) 

Location: Remote – LATAM (Colombia, Mexico, Argentina, or Peru preferred) 

Hours: Must overlap with US business hours (Eastern / Central) 

About the Role 

We're looking for a Bilingual HR & People Operations Manager to work directly alongside our Business & Admin Director as a trusted internal HR operator and strategic partner. This is not an employee relations or people-facing role — we have an HR agency that handles workforce communication and day-to-day employee support. What we need from you is different. 

You'll own the infrastructure behind our HR function: the filings, the compliance, the strategy, the agendas, and the systems that keep everything running with discipline and integrity. You'll work alongside our HR agency and internal HR Coordinator, providing the strategic and operational backbone that ties it all together.

What You'll Own 

HR Strategy & OKRs 

Partner directly with the Business & Admin Director to develop and execute HR strategy aligned with company goals 

Build and maintain HR OKRs, tracking progress and surfacing risks or opportunities proactively 

Translate leadership priorities into structured HR initiatives with clear timelines and ownership 

Bring HR best practices and frameworks into a growing, fast-moving company environment 

Compliance Filings & Recordkeeping 

Own HR compliance across all company locations — California, Georgia, and Texas 

Manage accurate, audit-ready employee and contractor records and documentation 

Track and execute compliance filings, deadlines, and regulatory requirements across state and federal levels 

Support OSHA recordkeeping, I-9 compliance, policy acknowledgments, and labor law requirements 

Identify compliance gaps and drive corrective action before issues escalate 

Meeting Agendas & HR Project Management 

Own the HR meeting calendar — building agendas, preparing materials, tracking action items, and following through on outcomes 

Manage HR projects end-to-end using tools like Asana or Monday.com, keeping leadership informed without needing to be prompted 

Coordinate with the internal HR Coordinator (Erika) on execution tasks, providing clear direction and quality oversight 

Ensure HR initiatives stay on track across a distributed team and multiple time zones 

HR Agency Coordination 

Work alongside the external HR agency as the internal point of contact, ensuring alignment between agency activities and company HR strategy 

Brief the agency on policy changes, workforce updates, and leadership priorities 

Review and quality-control bilingual communications, documents, and materials produced by or with the agency 

Ensure consistency between what the agency communicates to employees and what leadership intends 

Policy & Documentation 

Lead the development, maintenance, and improvement of HR policies, procedures, and the employee handbook 

Draft and refine bilingual HR documents, templates, and standard operating procedures 

Ensure all HR documentation is current, compliant, and clearly written in both English and Spanish 

What We're Looking For 

Bilingual fluency in English and Spanish — written and spoken — is required 

4+ years of HR experience with a strong focus on compliance, HR operations, or HR strategy 

Solid knowledge of US employment law and multi-state HR compliance (CA, GA, TX experience is a strong plus) 

Proven ability to build and manage HR processes, not just execute tasks 

Strong project management instincts — you track what matters and follow through without being chased 

Experience working alongside or managing HR vendors, agencies, or external partners 

Exceptional written communication in both English and Spanish — policies, memos, and strategy docs need to be crisp 

Proficient in Microsoft Office (Word, Excel, Outlook) and project management tools (Asana, Monday.com, or similar) 

Available and highly responsive during US business hours 

Comfortable working independently in a remote setting with close daily collaboration with leadership 

Nice to Have 

PHR, SHRM-CP, or equivalent HR certification 

Experience in field services, construction, or labor-intensive industries 

Multi-state US HR compliance experience 

Experience building HR functions from early stages in a growing company
