Perform or assist in performing technical and agency program support of IT activities related to network and system design, configuration, maintenance, and security; customer support; business/systems analysis and design which may include web site development and administration of a transactional, dynamic or interactive web site; and the design and development of database systems.
This position is on the Member Support Team in the Bureau of PeopleSoft & Payment Applications within the Chief Information Office.
- Support retirement systems through technical analysis, design, development, and nightly on call support.
- Requires strong programming and troubleshooting skills, adaptability to new technologies, and ability to work under pressure.
- Demonstrate effective communication, collaboration, and a proactive approach to problem solving.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
For an appointment to an Information Technology Specialist 2, you must have:
A bachelor's or higher-level degree in any field and one year of experience in information technology.
OR
A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
OR
60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
OR
A total of two years of experience in information technology.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Transfer:
For 52.6, 70.1, or 70.4 transfer to an Information Technology Specialist 2, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1.
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Preferred Qualifications/Knowledge, Skills and Abilities:
- Demonstrated experience in Object Oriented Programming OR Object-Oriented Programming coursework.
- Demonstrated experience with SQL is preferred.
- Demonstrated experience with PeopleSoft is preferred.
- Demonstrated experience with programming tools/IDEs (i.e.: Eclipse, Ultra Editor, etc.) is preferred.
- Demonstrated experience with database management tools (i.e.: Oracle SQL Developer, PL/SQL Developer, TOAD, etc.) is preferred.
- Proficient at communicating with technical staff and customers alike.
- Strong analytical thinker with excellent troubleshooting and problem-solving skills.
- Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
- Demonstrated experience in adapting to new technologies as the environment changes.
- Strong self-starter, with ability to pick up quickly on new technologies even when formal training and access to in-house experts are limited.
