The California Department of Health Care Services (DHCS) is seeking a Research Data Specialist I to join their team. This role involves conducting complex studies related to Long-Term Care provider rate setting and developing data models for analysis. The incumbent will also prepare reports and provide technical support to analysts.

Responsibilities

  • Serve as a highly skilled Subject Matter Expert (SME) responsible for the Long-Term Care (LTC) provider rate setting process
  • Independently plan, organize and conduct complex studies essential to the establishment and maintenance of the Medi-Cal reimbursement methodology for LTC providers
  • Undertake systematic, critical, and intensive investigation directed toward the resolution of program-related issues
  • Develop data models and payment models for identification and analysis of rates using Microsoft Access and Excel
  • Develop and maintain new and existing databases using Microsoft Access, Excel, Statistical Analysis System (SAS) and/or other types of statistical software
  • Utilize research methodology and techniques to respond to time-sensitive program inquiries in areas where precedents are lacking and/or a sparse body of knowledge or experience in the area exists
  • Utilize deductive and inductive processes to explain major cost and utilization trends
  • Prepare custom reports for submission to executive management and the Centers For Medicare & Medicaid Services
  • Act in a lead capacity providing direction and technical support to analysts preparing deliverables for internal and external stakeholders

  • Advanced knowledge of Microsoft Access, Excel, SAS and/or other types of statistical software
  • Experience with visual studios, Python, and an understanding of Structured Query Language (SQL) is preferred
