We are headquartered in Minnesota, and we have US offices in Georgia and DC, as well as offices in Africa and the Middle East.

 

The Center for Victims of Torture is hiring a full-time Payroll Administrator to oversee payroll administration processes and support human resource functions. The Payroll Administrator will ensure compliance with local, state, and federal regulations and work closely with finance and HR colleagues to ensure accuracy for reporting, processing, and audit obligations.

 

Position open to:

Candidates located in Arizona, Colorado, District of Columbia, Georgia, Illinois, Iowa, Louisiana, Maryland, Michigan, Minnesota, New York, North Carolina, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Virginia, or Washington who are authorized to work in the U.S. and will not need CVT to sponsor them on a work visa.

Responsibilities:

Payroll Administration: Carry out day-to-day payroll operations for U.S.-based employees and international employees on U.S. employment agreements. Oversee reconciliation and auditing payroll data, identifying and resolving discrepancies. Serve as a technical expert for payroll issues. Ensure payroll procedures are compliant, efficient and current. Develop and implement processes reflecting best practices and continuous improvement.

Time & Attendance Administration:  Lead day to day time and attendance operations for employees.  Collaborate with the senior accountant to ensure project codes for timekeeping are set up accurately. Ensure time reporting is completed timely by collaborating with the finance team to confirm time allocations have been reviewed and are accurate. Work with program managers and the finance team for any adjustments needed in semi-monthly time review and project code setup and assignment.

Talent Acquisition: Lead hiring processes for US-based and international positions. Develop recruitment strategies and relationships with relevant networks. Facilitate thorough interview processes. Coach and train managers on effective and legally sound hiring processes.

Policies and Documentation: Assist the director of human resources in developing and maintaining policies. Develop and maintain accurate job descriptions, in partnership with managers. Document relevant human resource procedures and processes.

Compliance: Stay abreast of all payroll and human resources related compliance obligations. Carry out all compliance tasks as assigned, including creating reports. Provide support to various audits throughout the year, including annual, funder, and retirement plan audits. 

 

Qualifications:

Required education, experience, certificates, licenses or registrations

Bachelor’s degree in human resources, accounting, business administration or related field (or comparable years of relevant professional experience)

Minimum 3 years of experience administering payroll

Minimum 2 years of experience working in human resources, with focus on policy development and recruiting

Demonstrated experience administering multi-state payroll

Demonstrated experience fulfilling payroll and human resources related compliance activities, including audits

Demonstrated experience creating and updating written HR materials, such as policies and job descriptions

Demonstrated experience successfully utilizing HR technology, including applicant tracking, performance management, and other systems

 

Preferred education, experience, certificates, licenses or registrations

5 or more years of experience administering payroll (at least 2 years of which spent administering and carrying out payroll in Dayforce)

SHRM-CP or PHR certification

5 or more progressive years of experience working in human resources

Previous professional experience administering workplace retirement plan

Previous work experience in a nonprofit setting

Previous experience working for a global employer

Strong knowledge of human resource information systems (HRIS), including implementation, customization and integration

Possess well-rounded knowledge and experience in the field of Human Resources

Excellent analytical, critical thinking, and problem-solving skills

Excellent skills in organization, attention to detail and time management (including the ability to meet deadlines)

Able to learn new concepts and work in complexity comfortably

Able to use web-based meeting platforms to lead/attend meetings and give presentations

Ability to maintain confidentiality with professionalism and tact

Ability to communicate effectively in writing and verbally

Commitment to engaging in human rights work

Working knowledge of Microsoft Office suite (Outlook, Word and Excel)

Time spent in virtual meetings is approximately 15%

Hiring Timeline: Most CVT hiring processes for US-based positions take about 8 weeks from when the position closes to when an offer is made to a candidate.
