Position Title: AIR QUALITY COMPLIANCE & PERMITTING SPECIALIST
Location: MULTI-STATE / FLEXIBLE (PREFERRED: TEXAS OR MAJOR OPERATIONS HUB)
FLSA Class: EXEMPT
Responsible to: DIRECTOR OF ENVIRONMENTAL

Position Summary: We are seeking a highly skilled Air Quality Compliance & Permitting Specialist to support VoltaGrid’s rapidly expanding power generation operations. This role is responsible for managing air permitting, emissions compliance, and regulatory oversight for internal combustion engines, heaters, and associated combustion equipment across multiple states.

The ideal candidate brings strong experience in Clean Air Act compliance, permitting strategy, and emissions reporting, with the ability to operate in a fast-paced, high-growth environment supporting mission-critical infrastructure.

This position plays a key role in ensuring uninterrupted operations, minimizing regulatory risk, and supporting scalable deployment of power assets.

Essential Duties and Responsibilities:

Air Permitting & Regulatory Strategy

Prepare and submit air permit applications, modifications, renewals, and relocations

Evaluate regulatory applicability (NSPS, NESHAP, state rules) for new and existing assets

Perform emissions calculations (NOx, CO, VOC, PM, HAPs)

Track permit limits, operating conditions, and compliance obligations

Interface directly with federal, state, and local regulatory agencies

Compliance Management

Ensure compliance with:

Clean Air Act requirements

NSPS (e.g., IIII, JJJJ)

NESHAP (e.g., RICE MACT)

State-specific air regulations

Maintain required recordkeeping and documentation

Prepare and submit:

Semi-annual and annual compliance reports

Title V certifications (as applicable)

Emissions inventories

Track engine runtime, fuel usage, and operational limits

Emissions Testing & Monitoring

Coordinate stack testing and performance testing programs

Develop and review testing protocols and reports

Oversee emissions control systems (SCR, oxidation catalysts)

Track catalyst performance, maintenance, and replacement schedules

Investigate, document, and resolve emissions deviations

Operational Compliance Oversight

Support ongoing compliance activities including:

Monthly pressure drop validations

Monthly operational temperature checks

Deviation reporting and corrective actions

Semi-annual compliance certifications

Ensure testing schedules are maintained across fleet (high-volume engine environment)

Multi-State Regulatory Coordination

Monitor regulatory changes across jurisdictions

Maintain compliance calendars and reporting deadlines

Standardize compliance tracking across assets and regions

Evaluate aggregation thresholds and major source applicability

Inspection & Audit Support

Support regulatory inspections and agency audits

Respond to regulatory inquiries and information requests

Maintain inspection-ready documentation at all times

Develop and implement corrective action plans as needed

Other Requirements:

Bachelor’s degree in Environmental Engineering, Environmental Science, or related field

4+ years of experience in air permitting and compliance (power generation, oil & gas, or industrial environment preferred)

Strong working knowledge of:

Clean Air Act

NSPS / NESHAP regulations

Title V permitting

Experience with internal combustion engines, generators, or similar combustion systems strongly preferred

Proven experience managing multi-state environmental compliance programs

Strong analytical skills with emissions calculations and regulatory interpretation

Ability to work cross-functionally with operations, engineering, and leadership teams

Highly organized with strong attention to detail and documentation
